Our mystery speaker turned out to be two of our favorite Sertoma members, Dave Pundt and Gary Walters assisted by their own version of
Vanna White-Kim Hauglie. Their topic was the proposed study of the possibility of a Brainerd Baxter merger. Dave began with a very emphatic statement that the proposed petition is to strictly conduct a study that will take into account factors like population, land use, fiscal areas and the environment to make a recommendation to a state board which will then propose a merger. He continued,
"I don't know if I favor a merger, I know I favor a study because the least we need is more knowledge," His basic concern is to start planning
now to avoid the congestion that has happened in the St. Cloud area. Gary continued with an 8 point presentation on a white board that outlined the process involved in the study. The petition drive is just the beginning. After only 123 Baxter residents and 233 Brainerd folks agree that we need the study,
20 people will be nominated and the state will set up the commissioners. They can take up to 2 years to do the study. After a process that includes evaluation by another board, and public hearing, both city councils will vote. Yes means that there is a 90 day window and then elections for the new city council will be held. A
No would mean that those in favor of the merger would have to go through the petition process again to put it before the voters. The basic things being talked about here involve 2-3 years and can cost as little as $1,000 or as much as $15,000 depending on whether the local committee feels the need for outside consultants. Interestingly enough one of the major factors in a recent no merger vote was what to name the new town.

Mike Howard continues his career as a stand-up comedian. He again had only 5 people show up for the set-up for Pipe and Drape. His
plead for take down sign-ups included a threat to sing--it must have worked because we

83 boat trippers are expected to set sail on the Knotty Bear and witness the official changing of the gavel. Milo Johnson and Mike Boen had some fun with this little ceremony at today's meeting.

Tony Bloom who was recently in a automobile accident is recuperating slowly. He will have a 6-8 week stay in the hospital for rehabilitation and hopefully will be transferred back to Brainerd to be closer to his friends and relatives. Sertoma prayers go with him and his family.

Brenda Meech was the recipient of her Tribune Award. One of Milo's last official acts as president was to present our outgoing hardworking secretary with her plaque. For those of you who are new members, look in your membership materials or on the awards web page to understand the dedication and hard work that goes into earning this award. Congratulations Brenda.
