Program
Tim Houle County Administrator visited with Sertomans to present information on the recent budget cut announcements which have raised some controversy. He remarked, "There are going to be a whole bunch of things that we think advances the public good - that may protect someone from harm - that we are going to stop doing. As difficult as that is it's because we have to entrench to what we have to do as opposed to what we would like to do." Crow Wing County began by lowering the 2009 levy to 2.98%, the lowest in years. The original budget cuts would have resulted in 26 jobs cut with 10 of these involuntary. More bad news on the state level meant that 1.2 million more had to be cut with 10 more staff reductions (2 involuntary). The County may have another 2 or 3 million to cut in the near future.

Mr. Houle is interested in the long-term picture. He feels that many programs can be stream-lined and reorganized to serve the public better and to serve them at lower cost. The theme is to organize around the services that are currently covered by 16 different agencies. Some reductions could be made in areas such as mandates and fleet vehicles.

The challenge will take hard work and sacrifice. The ultimate goal for Crow Wing County should be organizational excellence in the three areas of service, program and operations. Many things are being done correctly but the 16 different "businesses" need to align their resources and people around a common goal which will be streamlined and efficient. Flexibility, creativity and faster moving collaboration with other units of government will help promote this idea. For instance he talked about sharing technology with the school district and emphasized the need to share resources and not reinvent the wheel each time. The county government needs to be market sensitive. The team has to be high performing and working together to be the most efficient. Friendly and respectful need to be key parts of the effort. There is no reason why Crow Wing County could not be one of the top counties in the State.

A question and answer period followed. Crow Wing County does quite well on the state auditor's web site. Complacency is dangerous. New technologies have to be implemented. Mary Marana backed up Tim's comment that many of our services are excellent. The message to people who are "set" in their job is that this is not guaranteed. The lovely notetaking assistant for today's meeting was Mary Marana. Miss Photography, Kari Satre took pictures. Thanks for the help.

Kari Satre has been doing a great job of taking interesting pictures that spice up our meeting notes. Our lovely stand-in President LoAnn had her portrail taken. The two sergeants got caught lookinbg likeMutt and Jeff. Karla Nelson and Brian Jelinski were suitably yucked out by Bonnie Cumberland's latest table decorations (her busy bees ended up yucky flies). That is also what is puzzling our chairman of the board.
Thanks Pam Sachs for taking notes.

Sertoman of the Day

Bruce Heilman who recently rejoined Sertoma was our honored Sertoman. He is currently back with Brainerd Savings and Loan as a Commercial and mortgage lender. He took a five year leave of absence from both Sertoma and the banking industry to work in titles. His wife works at Edgewood Vista, and they have two grown sons. Both he and his wife were raised in Minot and came to the Brainerd area in 1987. Bruce is a hiker, biker, and trout fisherman. His most embarrassing moment came when he saw an old friend at a desk for people who needed help with their banking. He slapped the guy on the back of the head before he discovered it wasn't who he thought it was.

He was motivated to join Sertoma because he wanted to help with hearing screenings in the local schools. Bob Ehrich was his sponsor. Bob also told him all the other clubs were pretty bad news. He has been a member for a total of 15 years. In the past he was secretary and with the Heritage committee for several years. Bruce remarked, "I am happy to be back."

Rumor Corner
  • Dale Bolt thought Joe Schulte should come and sit with the "real" men. He declined--either the fire place or the harem keeps him in his spot.
  • Mary Marana is collecting for Crisis Line in a plain brown wrapper--she took notes today so she didn't get fined.
  • Hawk made a big effort to get to Sertoma today to greet--but unfortunately he was scheduled for last week!!
  • Dick Enrico was cuddling up to Sue Slaybaugh today--and rumors were flying about newspaper fame. Perhaps it had something to do with his very recent nuptials. He also was taking care of his virgin trip as a sergeant and quite nervous about it.
  • Good Guy Gary Loge gave up his opportunity to fish in the tournament to volunteer to help with weigh-in when the Jaycees came up 30 volunteers short due to the cold weather.
  • Welcome back Brian Skogen
  • Pam S apologizes for flunking picture taking at the swim party. She claims she had a turbo tax headache. The party was a success without her. Clausen got the presidential swimsuit award.
  • Big Mike gave his sidekick a lot of grief today and fined all the illustrious Blandin leaders. Art Becker, Bill Mitsch and Jeff Olson paid $2 being Blandin followers.
  • The three Joyce's all had to pay for sitting at the same table.
  • Dave Clausen is very interested in the Vagina Monologues according to Big Mike.
  • Cathe Picek got fined $2 for slowdancing with Enrico in the aisle.
  • Happy Fine for Mary Marana! She was very enthusiastic about the Sertoma Club support of the Crisis Line. Cub Foods in Brainerd is sponsoring the Crisis Line on their bags.
  • Andy Homes was late. She was met at the door by Mark with the microphone and gave her impromptu blessing very excellently. We had several other late arrivals including Jayme Holmes and Bryan Lehman.
  • Kathy Williams was so busy complaining about the empty salt shakers she missed her introduction. She of course got a saltydog fine.
  • Mark tried to convince Hawk who won the ticket drawing that last week's winner donated her money to NorSon.
  • Art Becker got harrassed for filling out his application as a bag boy at Bryan Jelinsky's Cub Foods. Where it says sex the answer is not a number of times but male or female.
  • Dick Stoltman was Tim Houle's straight man. When Tim turned his computer on showing the chart with the budget cuts, Dick's remark (Holy Crap) let everyone know that the figures were not good.
  • You can't grow grass on a busy street--our guest's answer to the bald guys grow in Little Falls remark. Of course Bryan Jelinski resembled that remark also.
